In the second episode of the Observatório do Imobiliário (Real Estate Observatory), a Jornal Económico initiative, a panel of experts discussed the impact of the government’s new urban rental measures and the housing budget.
The debate focused on striking a balance between supply and demand, the effectiveness of tax incentives for construction and renovation, and ensuring the sustainability of public policies aimed at addressing the housing crisis in Portugal.
The panel, moderated by journalist Rodolfo Alexandre Reis, included Diogo Abecasis (co-founder of MAP Group), Mariana Morgado Pedroso (AYH – Architect Your Home), Nuno Durão (Fine & Country), and Manuel Maria Gonçalves (APPII).
During the conversation, Diogo Abecasis emphasised the need for different fiscal policies for new construction and rehabilitation, highlighting that “there is a huge difference between building from scratch and rehabilitating”, and that it is urgent to reward those who face the challenges and risks of urban rehabilitation. He also emphasised the importance of creating stable public policies capable of restoring confidence in the sector and attracting long-term investment.
The debate was marked by reflections on the role of the state, the importance of legislative predictability, and the involvement of institutional investors in tackling the housing deficit.
